India’s office market leased a record 75 million sq ft across the top six cities in 2025, and every one of those fit-outs came with a hidden cost that rarely shows up on a project budget: embodied carbon. A new report from Savills India, The Circular Leap: Reimagining India’s Office Fit-Outs, puts a number on that blind spot for the first time — and the number is big enough that occupiers, landlords, and fit-out partners can no longer treat sustainability as a finishing touch.
What Is a Circular Fit-Out, and Why Is Embodied Carbon the Blind Spot?
Most conversations about “green” offices focus on operational carbon — the energy a building consumes once it’s running, through HVAC, lighting, and equipment. Embodied carbon is different: it’s the emissions locked into the materials themselves, from extraction and manufacturing through transport, installation, and eventual disposal. For fit-outs specifically, that means the drywall, flooring, ceiling systems, furniture, and finishes that typically get ripped out and replaced every five to seven years as tenants churn or refresh their space.
The built environment already accounts for roughly 30–40% of global annual carbon emissions, and interior fit-outs remain one of the most underrepresented pieces of that footprint in mainstream decarbonisation planning. A circular fit-out approach — designing with modular, reusable, and demountable systems rather than single-use build-outs — targets that gap directly by extending the life of materials instead of sending them to landfill at every lease turnover.
The Numbers Behind the Shift
According to the Savills India report, circular fit-out strategies can reduce embodied carbon emissions by 25% to 55% compared with conventional build-outs. That’s a wide range because it depends heavily on how much of a project embraces reuse — from simply specifying modular partition systems at the low end, to full material recovery and reuse programmes at the high end.
“India’s transition towards circular fit-outs is evolutionary rather than immediate,” said Sumit Rakshit, Managing Director of Project Management Services at Savills India. “Lifecycle-led design with modular systems can significantly reduce lifecycle costs, programme risk, and material waste.”
The Cost Question: Is Circularity Worth the Premium?
Circular fit-outs currently carry an upfront cost premium of 10–15% over conventional approaches — largely due to fragmented supply chains for reclaimed and recycled materials, and the added design complexity of specifying for disassembly. But the report frames that premium as an investment rather than a markup: businesses typically recover it within 5 to 10 years through extended asset life, fewer full replacement cycles, and lower material procurement costs on the next refresh.
There’s also a demand-side argument. As Arvind Nandan, Managing Director of Research and Consulting at Savills India, put it: “Organisations recognising this shift early will be better positioned to respond to rising ESG expectations and shape future-ready, value-driven workplace development standards.” For occupiers chasing LEED, IGBC, or WELL certifications — or simply trying to hit corporate ESG targets — a fit-out partner who can document embodied carbon reduction is becoming a genuine differentiator, not a nice-to-have.
What Circular Fit-Out Design Actually Looks Like
In practice, a circular approach touches nearly every layer of the fit-out scope:
- Modular partitions and demountable walls that can be reconfigured or relocated instead of demolished when a floor plan changes.
- Furniture and fixture reuse programmes, sourcing refurbished workstations, seating, and storage rather than specifying new for every project.
- Material passports that document what a component is made of and how it can be recovered, so it has a second life instead of ending up in a skip.
- Local and regional material sourcing to cut transport-related emissions and shorten supply chains.
- Design-for-disassembly detailing — mechanical fixings instead of adhesives, standardised components, and layouts planned around future flexibility from day one.

The Barriers Still Holding India Back
The report is candid about why adoption remains slow. Fragmented supply chains for recycled and reclaimed materials, a lack of standardisation across vendors, and cost-driven decision-making at the procurement stage all work against circularity — especially on projects where the fit-out contractor is chosen on lowest bid rather than lifecycle value. A shortage of skilled labour trained in circular construction methods compounds the problem, as does the absence of strong government incentives to offset the upfront premium.
Even so, industry voices are converging on a similar timeline. Shruti Singh, co-founder and director of operations at Carbon Guardians, expects circular and low-embodied-carbon fit-outs to become standard in top-tier and flexible office space within five to seven years — roughly the same window as a typical fit-out refresh cycle, which means the next wave of office upgrades across India’s major markets will likely be the one where this shift becomes visible.
