Most office fit-out budgets in India treat air conditioning as a line item. It is closer to a design decision — one that sets your capital cost, your monthly electricity bill for the next decade, your ceiling height, and whether people actually want to sit at their desks after 3 pm. Get the HVAC design wrong and no amount of good joinery will save the space.
Here is how to think about office HVAC design in India: the load, the system choice, the fresh air, and the numbers that decide all three.

Start with the cooling load, not the tonnage someone quoted you
The fastest way to overspend on HVAC is to accept a rule-of-thumb tonnage from a vendor and build around it. Indian offices are commonly sized somewhere in the range of one tonne of refrigeration (TR) per 150–250 sq ft of carpet area, but that spread is enormous — and where you land inside it depends on things a thumb rule cannot see:
- Glazing and orientation. A west-facing floor with single-glazed curtain wall can pull nearly twice the solar load of the same floor facing north with performance glass.
- Occupant density. A 60 sq ft-per-person sales floor and a 120 sq ft-per-person leadership floor are different buildings, thermally.
- Equipment load. Laptops and LED lighting have quietly reduced internal gains over the last decade. A server room, a lab, or a demo suite pushes them straight back up.
- Meeting room concentration. Rooms are occupied in bursts at high density, then empty. Sizing them on average occupancy produces stuffy rooms; sizing them on peak, without controls, produces cold, over-cycled ones.
Ask your consultant for a room-by-room heat load calculation before the BOQ is frozen. It costs very little at design stage and it is the single document that tells you whether the tonnage you are buying is engineering or guesswork. If you are already comparing fit-out quotes line by line, a missing heat load sheet behind an HVAC number is a red flag worth raising.
VRF, ductable split or chilled water: choosing the system
Three system families cover almost every commercial office fit-out in India, and the right answer usually falls out of the building rather than the brochure.
Ductable split units
Lowest capital cost, simplest to install and service, and perfectly sensible for smaller floor plates — roughly up to 8,000–10,000 sq ft — with straightforward layouts. The trade-offs are zoning and efficiency: you get coarse temperature control, and part-load performance is poor, which matters in an office that is half-empty three days a week.
VRF / VRV systems
The default for mid-size corporate fit-outs. Inverter-driven compressors modulate to actual demand, so part-load efficiency is strong, and each indoor unit is its own zone — which is exactly what a hybrid office with variable occupancy needs. Expect a meaningful premium over ductable splits on capex, recovered over a few years through running cost. VRF also asks for outdoor unit space and a serious commitment to refrigerant piping quality; a badly brazed or poorly pressure-tested line set will haunt the project long after handover.
Central chilled water
If your building already provides chilled water from a central plant, this is usually a straightforward decision — you are buying air handling units, piping and controls rather than a plant. Where the landlord charges for chilled water by consumption, insist on a BTU meter for your floor. Installing your own chiller plant rarely makes sense below roughly 100,000 sq ft unless you have a specific process load.
Whichever system you choose, coordinate it early with the rest of the services. HVAC ductwork is the bulkiest thing above your ceiling, and it will fight sprinklers, cable trays and lighting for the same 400–600 mm of plenum. Fresh air is the part everyone under-designs
Cooling makes a space cold. Fresh air makes it usable. The distinction gets lost in a lot of Indian fit-outs, and it is the most common reason people complain of afternoon drowsiness, headaches and stale meeting rooms in a building whose thermostats read a perfect 24°C.
Practical guidance for an office floor:
- Design ventilation rates properly. ASHRAE 62.1 and ISHRAE guidance for office occupancy work out to roughly 8–10 litres per second per person. Confirm the figure your consultant used and the occupancy it assumed.
- Treat the air before you introduce it. In most Indian cities, raw outdoor air carries both humidity and particulate matter. A treated fresh air (TFA) unit with adequate filtration — and, in high-PM cities, MERV 13 or better on the fresh air path — is not a luxury item.
- Use CO₂ sensors for demand-controlled ventilation. They pay for themselves by not conditioning outdoor air the building does not currently need, and they are the cheapest way to keep meeting rooms honest.
- Plan exhaust deliberately. Toilets, pantries and print areas need dedicated exhaust, and the make-up air has to come from somewhere. Floors that are net-negative in pressure pull unfiltered air in through every lift lobby door.
If you are pursuing IGBC, LEED or WELL certification, ventilation and indoor air quality monitoring carry real credit weight — so it is worth aligning the HVAC design with the rating target before tender rather than retrofitting sensors afterwards.
What HVAC costs, and where the money actually goes
Across typical Indian corporate fit-outs, HVAC lands somewhere around 15–25% of total fit-out capex, making it usually the largest single services package. Where a project sits in that band depends less on the brand of the outdoor unit than on four things: the tonnage you have committed to, the fresh air treatment scope, the extent of ductwork and diffusers a complex ceiling demands, and the controls layer.
Two cost lines are routinely underestimated. The first is controls and BMS integration — scheduling, zone-level setpoints, CO₂-linked ventilation. It is a small percentage of the package and it is where most of the operational savings live. The second is testing, adjusting and balancing (TAB), the process that verifies each diffuser actually delivers its design airflow. Skipping TAB is how you end up with one corner at 21°C and another at 28°C on a system that was correctly designed. Make it a named deliverable and tie it to your handover and snagging checklist.

Five questions to ask before you sign the HVAC package
- Can I see the room-by-room heat load calculation and the occupancy assumptions behind it?
- What fresh air rate is designed, and how is that air filtered and dehumidified?
- How many independently controlled zones does this layout give me, and do they match how the floor is actually used?
- What is the estimated annual running cost, and how does it compare with the alternative system we did not choose?
- Who performs testing and balancing, when, and what report do I receive at handover?
None of these are difficult questions. They are simply the ones that get skipped when HVAC is treated as a commodity purchase rather than an engineering decision — and they are the difference between a floor that quietly works and one that generates facilities tickets for years.
