Ask a finance head what an office fit-out costs and they picture workstations, glass partitions and a good-looking reception. Ask the project manager what actually went wrong on the last one, and you will hear about a chiller that landed six weeks late, a distribution board that could not carry the UPS load, or a fire NOC stuck in review because the sprinkler layout no longer matched the final seating plan.
That gap has a name: MEP. Mechanical, electrical and plumbing services are the least visible part of an office interior and the part most likely to decide whether you move in on schedule. Here is what MEP actually covers, why it takes a bigger share of the budget than most first-time occupiers expect, and the decisions worth locking early.
What MEP actually covers in an office fit-out
Mechanical: HVAC, ventilation and air quality
In most Indian commercial buildings the landlord supplies chilled water or a base cooling capacity to the floor, and the occupier builds everything downstream of that: AHUs or FCUs, ductwork, diffusers, VAV boxes, thermostats and controls. Add fresh air provision, toilet and pantry exhaust, and increasingly a filtration and CO2 monitoring layer that employees now notice. Cabins, meeting rooms and a UPS or server room all change the load calculation, so the HVAC design cannot be finalised until the layout is.
Electrical: power, backup and low voltage
This is the widest scope of the three. It runs from the incoming panel and distribution boards through raw and UPS power, cable trays, lighting and lighting controls, right down to the low-voltage systems that make an office usable: structured cabling, Wi-Fi backbone, access control, CCTV, AV in meeting rooms and a public address loop. Low voltage is routinely under-scoped at tender stage and then re-priced as a variation once the AV and IT requirements firm up.
Plumbing and fire protection
Pantry and washroom supply and drainage, water treatment where the building demands it, and the fire package: sprinkler heads and pipework, smoke and heat detection, hooters, extinguishers, signage and the panel that ties it together. Fire is the piece that touches your statutory approvals directly, which is why it deserves attention long before the ceiling grid goes up.
Why MEP takes a bigger share of the budget than expected
On a typical corporate fit-out in India, MEP and low-voltage services together commonly account for somewhere between a quarter and a third of the total spend — often more than the loose furniture line, and comparable to civil and finishes. The share climbs when the space is a bare shell, when the density is high, or when the brief includes a data centre, a large cafeteria or a broadcast-grade boardroom.
The starting condition matters most. A plug-and-play or warm shell space arrives with much of the HVAC and fire infrastructure already in place; a bare shell means you are buying all of it. Three MEP decisions that cause the most delay
1. Freezing the seating plan too late
Every cabin wall added after the services drawings are issued moves a diffuser, a sprinkler head, a smoke detector and a light fitting. One late change is absorbed; twenty become a redesign, a fresh round of approvals and reordered material. The single most effective schedule protection available to an occupier is signing off the layout before MEP shop drawings are released for fabrication.
2. Assuming the landlord’s services are ready
Lease documents describe the base build as it was designed, not always as it stands. Verify the actual sanctioned load at the floor, the chilled water capacity and tapping points, the shaft space available for your ducts and trays, and the condition of the building fire system you are tying into. A two-hour site survey with an MEP engineer before signing saves weeks later.
3. Treating fire drawings as paperwork
Fire authority clearance is driven by MEP documentation, and it is one of the approvals most likely to sit outside your control. Building it into the programme rather than reacting to it is the difference between a smooth handover and a stalled one — the same pattern we described in our piece on the NOCs that quietly add weeks to a project.
What good MEP coordination looks like
The mark of a well-run services package is that the ceiling works the first time. Above a false ceiling, ducts, sprinkler pipes, cable trays, light fittings and structural beams all compete for a few hundred millimetres of void. Coordinated services drawings — ideally clash-checked in 3D before anything is fabricated — resolve that on paper instead of on site at 11pm.
- A single coordinated services drawing set, not three separate ones issued by different vendors
- Load calculations and heat load sheets you can actually read and challenge
- Long-lead items — chillers, AHUs, panels, transformers, UPS — identified and ordered in the first weeks, not the last
- Testing and commissioning treated as a scheduled activity with its own duration, not a formality at handover
- As-built drawings, O&M manuals and warranty documents handed over with the keys
That last point is worth protecting. Commissioning is where balancing, thermal comfort and system stability are proved, and it is the first thing compressed when a project runs late. Questions to ask before you sign the contract
- What sanctioned electrical load is available at my floor, and what does my brief actually require?
- Is low voltage — networking, AV, access control, CCTV — inside this quote or a separate package?
- Who owns coordination between the HVAC, electrical, fire and interiors teams?
- Which items have lead times longer than the construction programme?
- Who is responsible for liaison with the building and the fire authority?
If those answers are vague, the risk has not disappeared — it has simply moved to your side of the table.
